The Guyana Trades Union Congress (GTUC) has denied it agreed to participate on a single May Day rally.Minister Keith ScottIn a Government-issued report issued on Thursday, Minister within the Ministry of Social Protection, Keith Scott, is reported as saying that the Guyana Trade Union Congress (GTUC) and the Federation of Independent Trade Unions of Guyana (FITUG) – have agreed to work towards have a unified May Day rally.For the past decade, both union bodies have been holding separate rallies- FITUG at the National Park and GTUC at the Critchlow Labour College.But GTUC yesterday said that it never had discussions with Scott on a unified May Day rally,Miguel Layun Mexico Jersey, normally celebrated on May 1, every year.GTUC said it was informed via letter dated January 26, 2016 and signed by Francis Carryl,Adnan Januzaj Jersey, Labour Consultant,Nathan Peterman Womens Jersey, that Minster Scott has concluded his consultation with the trade unions,Dorian Johnson Womens Jersey, and through his interaction on one of the main issues, was his initiative for a unified May Day Rally in 2016.“Consultation does not constitute entertaining and running with any idea that requires the support of another and arbitrarily making and issuing decision on behalf of the other. This pattern of behaviour must be brought to be an end in public engagement or this nation will continue to lurch from one problem to another, with none being solved, and resulting in increased tension and polarisation. Time-honoured principles and laws guiding engagement are public and accessible. GTUC calls on the Minister to abide by these,” GTUC said yesterday.The body insisted that it had no consultation with the Minister on the issue of May Day.GTUC insisted that it never had any consultation with the Minister, on any issue, since the latter assumedGTUC’s General Secretary, Lincoln Lewisthe portfolio.“GTUC dispatched a letter to the Minister on January 8, 2016 requesting engagement with him to discuss matters of import to workers and that of mutual interest of the government and the trade union.”At the Minister’s invitation for a meeting with the GTUC on January 12, 2016, a delegation attended.“At this one and only meeting the Minister made it known that the meeting was called to introduce and acquaint himself. The GTUC took the opportunity to raise issues pertinent to the labour movement and workers and was advised by the Minister that the meeting was not for such purpose.”GTUC said it remains committed to meeting with the Minister to pursue serious conversations in furtherance of the workers’ agenda and the role and responsibilities of his Ministry in this regard.“There are burning issues affecting workers (organised and unorganised). Teachers, government, bauxite, forestry and sugar workers in the private and sectors have pressing grievances Minister Scott is aware of and it is still to be seen what effort, if any, is being made to resolve them. Government is urged to take its cue from workers’ agitation and rumblings.”The government’s notion of a unified May Day Rally in the absence of ensuring the workers’ rights are upheld and laws respected would make a mockery of such pursuit,Adoree Jackson Youth Jersey, GTUC said.“Guyanese (workers and citizens) are required to unite around the Laws of Guyana and this is what GTUC seeks. May Day events,Cameron Borthwick-Jackson Manchester United Jersey, from the inception, have never been organised by any government (colonial or independent) or the Minister of Labour. These workers’ events have always been planned and executed by the trade union movement. The movement shall not cede its duty and obligation.”GTUC said that both government and the trade union movement are bound to ILO Convention No. 87 that speaks of the trade union’s right to self-determination and the non-interference of government.“Government has to be ever mindful in the discharge of its duties that it does not engage in actions and seek support for actions that are in violation of laws, conventions, tenets and international protocols.”
